Senate Confirms Sunstein to Head White House Regulatory Policy Office

National Emphasis Program (NEP) for PSM Covered Chemical Facilities Launched
On July 27, OSHA published Directive CPL 02-09-06 “PSM Covered Chemical Facilities National Emphasis Program” covering its new program for inspecting facilities to verify employers’ compliance with 29 CFR 1910.119, OSHA’s Process Safety Management (PSM) of Highly Hazardous Chemicals standard. Under the NEP, programmed inspections (defined as “inspections of worksites which have been scheduled based upon objective or neutral selection criteria”) will take place in Regions I, VII, and X in facilities that are known by OSHA as having a risk of catastrophic releases.
EPA Lays out a Plan for the Nation’s Increase in Renewable fuels
The U.S. Environmental Protection Agency is proposing its strategy for increasing the supply of renewable fuels, poised to reach 36 billion gallons by 2022, as mandated by the Energy Independence and Security Act of 2007.
Proposed Rule on Greenhouse Gases
In a Federal Register notice published April 24, EPA Administrator, Lisa Jackson proposes to make the finding that greenhouse gases in the atmosphere endanger the public health and welfare of current and future generations. An endangerment finding would require EPA to issue emissions limits on six greenhouse gases—carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, and sulfur hexafluoride—from new and modified stationary sources, as well as mobile sources, such as cars and light trucks.
FERC: Renewable Energy Conference Webcast
The Federal Energy Regulatory Commission is holding a technical conference March 2nd to discuss challenges of integrating large scale renewable energy projects into the electricity transmission grid. There will also be discussion of wholesale electricity markets as well as the impacts of increased renewable energy generation. FERC is expecting there to be an increase in wind generation but there are still issues with costs and reliability for grid and market operators.

Contractor Safety Performance Feedback Process

We are looking for programs that require that feedback on the safety performance of a contractor be documented after the completion of work and then submitted to Purchasing/Supply Chain or similar department. Looking for both construction projects and plant maintenance work.

We are considering development of a guideline for improved strategic planning (near term and long term) for use of industrial hygiene resources, instead of operating in a fire-fighting mode. Have any other companies developed an IH specific strategic planning guideline/process that you are willing to share?

California OSHA Recordables
Submitted by DKenney on November 18, 2004 - 5:13pmThere are a few managers within my organization that believe that doing business in California causes us to have higher OSHA recordable rates that those companies outside of California. They believe it is due to the Workers' Compensation system.
I certainly don't believe this but not having hard data to disprove them is a challenge. I am polling those companies who do business in California to provide me their insights in the "California Factor" - True or False. And why they believe this.
